The Venezuelan government has passed a new law that would not only ban the sale of violent video games, but ban the sale of all violent toys, or all toys that "stimulate aggression." This law is an effort to curb homicides, which are currently out of control in Venezuela, and it is inspired by recent American and Japanese studies that link violent games to violent behavior in children. It is very vaguely worded as to how it defines violence or aggression, so it could include a great number of games, where the violence is as miniscule as jumping on a turtle or using a squirt gun. This article from the Global Post points out that it could even include games such as The Legend of Zelda and Super Smash Bros. While the Entertainment Software Ratings Board deems those games appropriate for kids aged 13 and up in America, and some games from those franchises are even rated E (Everyone aged 6 and up), Venezuela has no such ratings board. Because of this it is unclear who will be deciding exactly what constitutes violence for this law. The weirdest part is that it also bans the act of playing these games in your own home, even for adults. And even worse is the minimum penalty for selling a violent game to a child: A potential three- to five-year prison sentence for selling or distributing violent video games is a harsher punishment than the sentence for selling real guns to children, which currently stands at one to five years.
